CMPD Apprehends Man Who Escaped Rowan Co. Custody

Charlotte-Mecklenburg Police apprehended a man who escaped from custody in Rowan County last month.

Jameel Kenneth Stephens-Maddox, 21, escaped police custody while awaiting a bond hearing at the Rowan County Magistrate’s Office on July 9.

Charlotte-Mecklenburg Police developed information on Stephens-Maddox’s location and acted upon it early Friday morning, August 29, 2014.

Around 7:30, the CMPD SWAT team surrounded a home on Sharview Circle in southwest Charlotte, established contact with Stephens-Maddox and talked him into surrendering peacefully, police say.

Stephens-Maddox was arrested in Rowan County on July 9 on seven outstanding warrants, but not before attempting to elude officers when they came to his home to serve the arrest warrant. Once in custody, the Rowan County Sheriff’s Office says Stephens-Maddox, who was handcuffed to a bar in the Magistrate’s Office, was able to free his hands from the cuffs, run out the door, jump onto a patrol car inside the fenced-in area of the Magistrate’s Office, and make his way over the razor wire fence.

Stephens-Maddox was served the original arrest warrant in Rowan County for three charges of resist, delay and obstruct, assault on a female, possession of a firearm by a felony and driving charges.
