Suspect Was Delivering Drugs From Los Angeles, CA

Three men have been charged with conspiracy to distribute heroin after a sting operation by federal agents in Charlotte.
On Wednesday, an officer stopped a speeding SUV in Kansas driven by Juan Ramon Rivera-Escobar, according to a criminal complaint filed Friday in U.S. District Court. When the officer searched the vehicle, he found a bag containing about 5 pounds of heroin, U.S. Drug Enforcement Administration Special Agent Robert Smith said in the complaint.
Rivera-Escobar told police he received the heroin from someone in Los Angeles who instructed him to bring it to Charlotte, Smith said.
Federal agents transported Rivera-Escobar to Charlotte on Thursday and replaced most of the heroin with a substance resembling the drug. They listened in as Rivera-Escobar received instructions to meet someone to make a drug deal at an apartment off Sharon Amity Road. There, he met two men later identified as Cesar Lopez Hernandez and Alfredo Leon Alejo. One of the men gave Rivera-Escobar $6,000 before leaving in a car authorities stopped, court documents say.
